Though the sky was overcast, it did not dampen the spirits of more than 400 officers, soldiers, volunteers and friends who gathered in Sacramento, Calif., under a billowy tent in front of the newly renovated Del Oro divisional headquarters, to dedicate the DHQ building in the West.

Major Charles Strickland, Del Oro divisional commander, offered warm words of welcome.

After introducing guests, David Swope, divisional property and building manager, expressed appreciation to Colonel H. Bruce Harvey, now Intermountain divisional commander, Captains Ed and Joyce Loomis, now corps officers, Mesa, Ariz., and Major April Strickland, divisional director for women’s organizations, for their involvement in purchasing and renovating the building.

The Sacramento Citadel Band and Stockton Timbrel Brigade played a prelude, a combined Children’s Choir provided special music, and Commissioner Peter H. Chang, territorial commander, gave a dedication message.

“This new DHQ building is great! However, we must never forget that The Salvation Army is here to save souls!” proclaimed Chang as he delivered an inspirational message based on Genesis 28.

Other participants were Commis-sioner Grace Chang, Territorial Property Secretary Major Ralph Hood, Derek Helms, Captain Stephen Smith, and Major April Strickland.

Prior to the main service, with only family members present, Chang conducted a private dedication of the Lt. Drew Helms Memorial Christian Education Center and the Major William “Bill” Pickup Memorial Chapel, special rooms in Del Oro DHQ named to honor divisional officers promoted to Glory on February 11 and May 6, 1996, respectively.
