In recognition of the strength and growth of the Army’s operations in that country, as of October 1, 2001, the Mexico Command will become the Mexico Territory.

Command Leaders Lt. Colonels Olin and Dianne Hogan, who were promoted to the rank of Colonel September 4, 2001, will become the territorial leaders for Mexico.

Colonel Olin Hogan will serve as Territorial Commander, and Colonel Dianne Hogan will serve as Territorial President of Women’s Organizations.

“Recognizing the United States of Mexico as a territory is part of an over-all development process,” said Hogan. “We are pleased to announce that the territory will be recognizing the opening of five new corps and six new outposts in a great celebration in the capital city of Mexico, México Distrito Federal.”

Commissioners Joe and Doris Noland, Eastern territorial leaders, will participate in the celebration, which is slated for November 23-25, 2001.

Mexico is on the edge of significant growth, with plans being made to open corps in 24 major cities within the next six years. “Many of the communities have one million people living in them–and no Salvation Army,” Hogan noted. “By God’s grace, and with his help, we will reach all of Mexico by the year 2020.”

With the help of the U.S. Western Territory, plans are being made for a high-profile public relations and fundraising program; the intent is to become completely self-supporting in the next seven years.

Additional development plans within the next seven years include: Five new homes for children or centers for child development; two or more centers of rehabilitation; and five villages for the needy, which include transitional/semi-permanent housing.

Development of youth work and officer training are also priorities. “We intend to train 20 new officers each year and enlist 10 new lieutenants in the work,” said Hogan. “We intend to identify and train Mexican leaders, male and female, for Mexico and the Army world.”
